Help With Utility Bills
The Energy Assistance Program assists low-income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy.
EnergyShare is Dominion's heating and cooling assistance program in Virginia. EnergyShare pays for any type of heating bill -- oil, wood, kerosene, natural gas or electricity. The program provides a one-time payment of last resort for those who have exhausted other forms of assistance or who do not qualify for such help.
Tax Help
The Internal Revenue Service recognizes that many people may be having difficult times financially. There can be a tax impact to events such as job loss, debt forgiveness or tapping a retirement fund. If your income decreased, you may be newly eligible for certain tax credits, such as the Earned Income Tax Credit.
Virginia Earned Income Credit
Virginia law provides an income tax credit for individuals whose family Virginia adjusted gross income is below the amounts established under the federal poverty guidelines, or who claimed the earned income tax credit (EITC) on their federal income tax return.
2009 Economic Stimulus Tax Credits
Congress has approved and the President has signed new economic recovery legislation, the American Recovery and Reinvestment Act of 2009. The IRS is implementing tax-related provisions of this new program as quickly as possible. More information on provisions of the recovery program will be available on this Web site, IRS.gov.

Public Financial Assistance
Residents in need of public assistance should contact the Loudoun County Department of Family Services, which coordinates the distribution of benefits. Eligibility workers determine each client's eligibility for various public assistance programs, including Temporary Assistance for Needy Families (TANF), Medicaid, Food Stamps, General Relief, Fuel Assistance and other programs.
Help with Child Care Costs
Financial assistance is available to low and moderate income families in Loudoun County who are working, or are in approved education/training programs, and are parenting children from birth to age 13. This program assists with child care payments to day care centers and family child care home providers.
Financial Counseling
Financial counseling is available from the Virginia Cooperative Extension, which utilizes trained volunteers to assist families in a free, confidential, one-to-one counseling/educational setting. The goal of the program is to help families learn the skills needed to manage their finances. Counseling includes financial goal setting, record keeping, budgeting, consumer credit management, and debt resolution.

Supplemental Security Income
Supplemental Security Income (SSI) is a Federal income supplement program funded by general tax revenues (not Social Security taxes) It is designed to help aged, blind, and disabled people, who have little or no income; and it provides cash to meet basic needs for food, clothing, and shelter.
